Use IEEE 802.1ad VLAN instead of 802.1q by default

Description

Some useful and cheap devices like the Tp-Link TL-WDRxxxx have problem with 802.1q VLAN in particular VLAN tagged packets get dropped by the switch, doing some experiment we discovered that this doesn't happen with 802.1ad VLAN tagged packets that works like a charm, the only draw back is that openwrt UCI doesn't support this kinf of vlan yet.

At moment there seems 3 different approach possible to solve this problem

1) Propose PATCH for netifd to support 802.1ad vlan ( This would address the problem, but netifd seems scarcely documented so there is a quite high learning barrier )
2) Sensibilize OpenWRT developers about this problem so they just implement it ( This would address the problem, Al is aking to Felix )
3) Do an external script that configure 802.1ad vlan interfaces after openwrt network finish his work ( This would be just a temporary hack, but seems quite rapid to implement )
